Prison Ship

I
Stowed away
On a ship
In the bay
But it didn't sail away
From the shore

I overheard
A breakout has been planned
We're a thousand yards from land
And I cannot swim at all

And I'm your dictionary
Definition of a shallow man
It's on the surface only
You will get to know me
And nothing can change
All my thoughts arranged
They will always stay
Under guard

It started out nicely with the first two stanzas. The third taught me this was probably a metaphor rather than something about a real prison ship, unfortunately I do not get it though...
