In what circumstance will the value of Pi be 3.1 exactly?

When you round it down to the first decimal :x  
 
That is like saying what is the real number for the square root of 3 is :grin  
 
I bite, what is the answer? I am sure I will kick myself, or as another on this site will say I will "have to take my head out of my arse."

Is it Jute? I remember at school most of the answers to questions were Jute. (I'm not even sure what it is) It was always worth guessing that. So I thought I might try it again

We normally use a decimal system. So Ten is 10. 
 
However computers prefer number system based on two.(Binary) 
 
So ten in binary is 1010 
 
If we use a system based on seven (septal) then Ten is 13 
 
Pi is 22/7 
 
In septal twenty two is 31 
seven is 10 
 
31/10=3.1

I have been working with computers for 20 years and never heard of septal, nor has google or dictionary.com so can only imagine we are all missing out on something! 
 
Pi would be 3.1 if you put in in a spreadsheet and configured the cell to round down to a single decimal place but that as an answer sounds like about as much fun as pulling your own toe nails with plyers. 
 
Other than that I have always been rubbish at puzzles they just seem so pointless?? So dont even know why I am commenting.

Mathmeticians have spent aeons trying to find out if the Value of Pi is finite. 
 
The problem arises from the fact that numbers based on 10 can handle division by 2 and 5 but division by 3 and 7 lead to infinite fractions. E.G. 1/3=0.3333333 and so on. 
 
The Value of Pi being 22/7 which leads to 3.14.. etc. 
 
Using a number system based on seven the value of Pi becomes 31/10=3.1  
 
Thus you have a finite answer.
